Updated FY21 Fringe Benefit Rates take effect for pay periods BW16 and MN8.
The FY21 fringe benefit rate is higher due to a significant increase in the employer share of health insurance premiums. The State Employees Group Insurance Program (SEGIP) is provided through the State of Illinois Department of Central Management Services (CMS). CMS calculates and determines health insurance premium rates by analyzing the historical trends of medical claims in addition to factoring in any prior SEGIP under-recoveries. This unexpected high increase is being reviewed and concerns are being expressed to the State of Illinois.
The FY21 Final Facilities & Administrative (F&A) Rates and Fringe Benefit Rates document provides detailed rate application guidelines for F&A and fringe benefits. The updated FY21 Fringe Benefit Rates do not impact the F&A rates that were previously published.
Current and historical Springfield rates documents are available from the “Rate Schedules (F&A, Fringe Benefits, Tuition)” page of the OBFS Government Costing Web site. The rate posting related to this specific communication is named under the “Springfield” section.
