We would like to share an important update regarding the Soybean Ink and Prevailing Wage forms. These forms are no longer required, in most cases, and have been removed from our website. However, we are aware that some units may still have saved copies and might be using them unnecessarily.
As per state procurement rules, the requirement for soybean oil-based or vegetable oil-based ink applies only to offset printing services—including lithography, flexography, gravure, or letterpress. It does not apply to digital printing methods such as inkjet or electrostatic processes, which is the predominant method. Any exceptions must be approved by a State Purchasing Officer based on a justification submitted by the university.
To help streamline processes and ensure compliance, we ask all units to discontinue the use of the Soybean Ink and Prevailing Wage forms where it is not necessary.
