MESSAGE CONTENT:
The Office of the Vice President, Chief Financial Officer & Comptroller announces an open comment period (beginning on 7/23/20 and ending on 8/6/20) to propose updates and improvements to a current section of the Business and Financial Policies and Procedures Manual. The updated policy is available for review and comment at the following link: Section 11.7 Employee Donations for Programs Under the Perceived Control of the Employee. This updated policy provides guidance to units on how to avoid the appearance of a conflict of interest between an employee’s personal interests and University of Illinois activities in the scenario where the system chooses to accept a donation from an employee (or an employee’s family member) in support of research or programs under the perceived control of that employee. This updated policy will replace the version currently located at Section 11.7 Make a Donation in Support of Your Own Program.
Highlights of the policy and procedural updates include:
- Expanding the "Applicability of the Policy" section to include donations that were made by "a business entity where the employee or the employee’s family member has a controlling interest and/or the authority to make a donation.";
- Clarifying that the System may choose whether to accept these types of donations;
- Providing detailed procedural guidance and conditions for how units must properly accept and manage this type of donation; and
- Updating the Employee Donor Agreement Form.
