The Offices of Inspector General at U.S. Department of Health and Human Services (HHS) and National Science Foundation (NSF) both perform audits of service centers periodically. These audits have resulted in the return of funds at numerous universities due to findings.
Service Centers need to ensure they are adequately addressing all key rate components in their service rate calculations.
System Government Costing created a rate review check list to help centers with the rate process. This document assists in guiding service center managers to help ensure they have gathered information that is required for an accurate rate calculation. It also indicates what can be included in the rate calculation and what is unallowable. One key point in the document is for centers to verify that all the expenditures on the fund are included in the rate calculation process and reconciled to Banner financial statements. The rate review checklist can be a valuable tool to ensure that you have calculated a compliant rate.
