What is SAA?
Service Activity Advanced (SAA) is a multi-session, cohort-based, and instructor-led certification course offered by System Government Costing. This course builds on the concepts in the prerequisite Service Activity Basics (SAB) certification course.
In this training, you will learn how to develop compliant service activity rates through a step-by-step walkthrough of the entire rate calculation process, utilizing templates, reports, and job aids. It is the second and final course in the Service Activity certification track.
What’s New in SAA 2.0 Training?
• Updated rate calculation templates, resources, job aids, and EDDIE reports.
• A restructured schedule: 3.5-hour sessions once per week for four weeks.
• Presentation and materials that have been revised for clarity.
Updated Topics Include:
• Managing 3E Funds
• Internal/External Customers
• Revenue & Usage Base
• Adjustments, Projections, and Allocation Methods
• Expenditures, Salaries, and Equipment Depreciation
• Over/Under Recovery
• Other topics, such as Subsidies and Markup Rate Structures
Requirement for Establishing a 3E Self-Supporting Fund
In addition to being beneficial for everyone, the Service Activity Basics certification course is required for both the Financial Manager and the Rate Calculation Contact prior to the establishment of a new 3E self-supporting fund. Additionally, the Rate Calculation Contact must complete the Service Activity Advanced certificate within six months of fund creation.
Please see the Service Activity Advanced page for training dates throughout FY27.
