So this the reason we can no longer buy software and access to databases in a timely manner! We have had several purchases that have nothing to do with HIPPA, FERPA, etc. languish on desks at ORM, presumably while they address these concerns. If you are going to enforce this, fine, but please find a better way to sort out the purchases that DON'T apply first so the rest of us can keep our businesses running.

How will this change affect the ability to use private car services (which are deemed "chartered")? Isn't a PO already needed for these---and not a T-Card? How should departments pivot for emergency private/chartered needs where it isn't possible to get a PO in place?

Those of us working with international vendors often find it impossible to find vendors who meet these minimum insurance rates. In particular when we work with partners in the Global South where we need to charter buses and the like to transport groups of students on study abroad programs. Will there be any consideration made in this policy for standard insurance rates in other countries? Campus has given us a mandate to expand our engagement throughout the Global South. Minimum insurance requirements for vendors make this nearly impossible in many countries.

Having a 36 year background in commercial insurance prior to working at the University, I am a bit surprised you are only requiring A.M Best Rating of B+ or better for the insurance carriers. I would strongly suggest changing that to a minimum of a A rated. Companies with A rating have the financial strength to support claims whereas carriers with a B+ rating are considered vulnerable. In this day and age when insurance companies are going out of business and also having to merge with other carriers, you definitely want your contractors to be protected as well as the University.

Would you please provide additional guidance regarding the "Etc." (Contracts governing the sharing or transferring of personal/sensitive data (e.g., EU GDPR, HIPAA, FERPA, etc.) have moved from Medium to High Risk.?)? Would you please confirm that the work conducted with search firms will not be included? Thank you!
