Subject: MCAP Over-the-Counter (OTC) Change Effective 1/1/2011
This note provides important information about your Flexible Spending Account (FSA) Medical Care Assistance Plan. The following is a reminder of changes originally shared by CMS during Benefits Choice and other communications.
Due to a provision under the Patient Protection and Affordable Care Act, over-the-counter (OTC) items that are classified as a 'medicine' or a 'drug' will no longer be eligible for reimbursement through the State's MCAP provider, FBMC, as of January 1, 2011 without a prescription. Such items include but are not limited to: digestive aids, allergy drugs, pain relief medicines, cold and cough medicines, sleep aids, anti-gas medicines, baby rash creams and insect bite treatments. OTC items that require a doctor's prescription may not be purchased using the myFBMC Card® because the approval systems cannot determine if there is a doctor's note on file with administrators.
Items such as eyeglasses, wrist splints and band aids, as well as durable medical items such as crutches and canes will continue to be reimbursed without a doctor's prescription. Eligible non-medicinal OTC items, as well as regular prescriptions, will still be available for purchase with the myFBMC Card®.
