To overtime-exempt, civil service and academic professional staff:
We write today to share information related to our vacation and sick leave policies. In 2018, as the University of Illinois System assessed the impact of a change in the State Universities Civil Service System procedures, we identified an opportunity to standardize time reporting, and vacation and sick leave benefits and their usage, for our civil service employees who are exempt from overtime per the federal Fair Labor Standards Act (FLSA).
System and university human resource offices proposed changes to how vacation and sick leave is accrued and used by overtime-exempt (not eligible for overtime) civil service employees, to be consistent with the accrual and usage by overtime-exempt academic professional employees.
Beginning with the academic year 2021-2022, standardization for civil service overtime exempt employees will include:
- being able to utilize vacation and sick leave benefits prior to accrual instead of only after accrual.
- having available an additional 13 non-cumulative sick leave days for use after other current year sick leave balances are exhausted.
- eliminating the requirement to submit biweekly timesheets.
- recording benefit usage by the method directed by their unit in accordance with University policy.
Your system or university human resources office will provide more information closer to the implementation date.
