The Flexible Spending Account (FSA) extended enrollment for Fiscal Year 2021 is available through December 31, 2020! Due to the COVID-19 pandemic, the Internal Revenue Service (IRS) published guidance that allows additional flexibility for your participation in Medical Care Assistance Plan (MCAP) and Dependent Care Assistance Plan (DCAP) accounts.
If your circumstances have changed since the FY2021 Benefit Choice period ended on June 1 and you would like to enroll or increase your contribution in MCAP or enroll, increase, decrease, or terminate your DCAP contribution, you may do so without an associated Qualifying Event through December 31, 2020.
How do I enroll or make changes?
- Login to MyBenefits.illinois.gov.
- Select Self-Service Tools on the Your Benefits card.
- Select Enroll/make changes.
- Choose DCAP Mid-Year Enrollment / Change – IRS Extension or MCAP Mid-Year Enrollment / Change – IRS Extension and follow the prompts to make your desired changes.
- Be sure to complete the Finalize step to ensure your changes are saved.
New enrollment or changes to your account will be retroactive to July 1, 2020, or the date you became benefits-eligible if after July 1, 2020. Salary reductions for new or changed MCAP or DCAP contributions will be effective upon enrollment or submission of changes.
MCAP and DCAP Reimbursement and Rollover for FY2020/FY2021
- MCAP and DCAP participants are allowed an extended period through December 31, 2020 to incur expenses and submit claims for reimbursement from FY2020 funds.
- MCAP participants who reenrolled in MCAP for FY2021 were able to rollover up to $500 in unused funds from their FY2020 MCAP account balance. These rollover funds can be used now through June 30, 2021.
